Who am I?

I am 50 years old, an engineer who loves the Paralympic Movement, a Ph.D. who specializes in applying systematic thinking to enhance the development of sports for people with disabilities since 2002. I have been involved in the organization and delivery of the 2004 and 2008 Summer Olympic and Paralympic Games, participated in the bidding, organization and delivery of the 2022 Winter Olympic and Winter Paralympic Games, and played an important expert role in the preparation for the 2022 Hangzhou Asian Para Games, 2025 Harbin Asian Winter Games and other events. Today, I am still on the front line of my work, providing quality services to Chinese Para athletes, and I hope to have the opportunity to provide the same quality services to Para athletes all over the world, in the spirit of the Paralympic Movement, and aiming for inclusiveness and professionalism.

Why should I be elected?

Having been engaged in Para sports for more than 20 years, I have developed profound understanding to the community of people with impairments. My dream is to draw strength from the Paralympic Vision, to promote the values of inclusiveness, and to integrate into society with greater dignity for each of us.

    Because I have the confidence and the capability, to dedicate my passion to the Paralympic Movement. As a Ph.D., I am familiar with the Paralympic Games. I had been involved in dozens of specific functional areas of Games operation, and fully understood the needs of our athletes. These experiences gave me confidence.

Asia had successfully hosted several Summer and Winter Paralympic Games, with the rapid development of Paralympic Movement over the past decades. I would like to share the experience, as well as the vast sports resources, and provide more developing opportunities for our athletes from the globe.

What experience do I have with budget oversight, including budget size, and/or financial auditing/reporting.

I have extensive experience in managing the financial and auditing work of large organizations. During my tenure as President of the Beijing Academy of Environmental Sciences, I planned, managed and oversaw the annual financial revenue and expenditure of RMB 200 million(equivalent to US$27.8 million). In my role as Deputy Director of the Beijing 2022, I am responsible for planning, managing and delivering and overseeing a budget of RMB 60 million on the Signage and Way-finding System Project. In my current job as Deputy Director General of CASPD, I am directly in charge of finance and auditing, and in 2024 the financial income and expenditure reached more than 160 million RMB(equivalent to US$22.3 million).

What experience do I have with marketing / fundraising / sponsorship?

I have studied in depth the marketing, sponsorship policies and procedures of the Beijing 2008 and 2022 Olympic and Paralympic Games, and I have many colleagues who have shared with me a wealth of experience in this area. Furthermore, I have guided many venue teams to do a good job of giving the Olympic and Paralympic sponsors a rewarding service during the games.

What experience do I have with media / communication / public speaking?

When working in the Organizing Committee for Beijing 2008 and Beijing 2022, I have participated in several press conferences, the most recent being the presentation and interpretation of the Accessibility Guidelines for Beijing 2022. During the Olympic and Paralympic Games organizing process, I have talked to many domestic media and have good communication experience. I have given longer face-to-face speeches at dozens of venue team training for the Beijing 2008 and 2022 Olympic and Paralympic Organizing Committees. I love speaking in front of crowds.

What are my major contributions to the Paralympic Movement?

Planning, preparation and delivery of the Beijing 2008 Paralympic Games Bidding for, planning, preparation and delivery of the Beijing 2022 Winter Paralympic Games Organizing and promoting the development of Paralympic sports activities in China Specific examples:

    Hosting the preparation and publicity of the promotion of the “Beijing 2022 Accessibility Guidelines”, which has significantly enhanced the level of accessibility of the cities hosting the three zones

    Hosting the planning, designing and production of the guidance of signage system for the 2022 Winter Paralympic Games, Delivered and operated the SIG system for the 2022 Winter Paralympics, providing high-quality services to the disabled customers base to the best of our ability.

What other experience do I have that is relevant to the IPC Governing Board?

As a representative of Beijing 2008 and Beijing 2022, I have participated in the Coordination Commission and IPC Governing Board Meetings for more than 10 times in several occasions, presenting the progress of the Paralympic Games preparatory work in English to the IPC Governing Board and its members.

What understanding/experience do I have of working within an international, multi-language and multi-cultural environment?

I have worked for more than 12 years in the Organizing Committees of the Olympic and Paralympic Games in Athens 2004, Beijing 2008 and Beijing 2022, and having successfully collaborated with hundreds of international experts in liaison and project management, as well as in the organization of presentations and seminars, I am well qualified to work in an international and diverse environment.

I believe that mutual respect, understanding, integrity and trustworthiness are key to doing this job well.

What leadership skills can I demonstrate?

In the work of three versions of Olympic/Paralympic Organizing Committees and one version of Olympic/Paralympic Bid Committee, I have better honed my leadership skills, thus becoming one of the country's leading experts on the Olympic and Paralympic Games.For example, I am able to accurately identify and better understand the points of divergence and common ground of different stakeholders, and integrate the combined efforts of different groups, such as international sports organizations, local governments, regulators, technical service providers, media, construction units, sponsors, etc., through appropriate meetings, individual exchanges, and other means, to form a consensus for the delivery of the Olympic and Paralympic Games, and to develop and implement a reliable road-map and timetable.

Experience sharing and resource sharing from China for the development of the Paralympic Movement in the world.

The breadth and diversity of the governance of the international Paralympic family can be further reflected. After all, China has 18% of the world's total population, and China is willing to make Chinese contributions to the world Paralympic family.

What personal experience do I have with people living with a disability?

I am the person who has worked in three Olympic and Paralympic organizing Committees, and is the person who has a comprehensive understanding of the needs of people with disabilities in all functional areas of Sport Games. Many of my colleagues are also people with disabilities, and we are able to get along well and become good friends. In my work, I always strive to provide an inclusive and equitable environment for disabled people to participate.

What is my definition of ‘being athlete centred’ as an organisation?

First, athletes are the protagonists of the Paralympic Movement, with the will and potential to develop on their own initiative, and we are there to help them realize their abilities and make their voices heard.

Secondly, athletes are the priority of our services and operational support and are the most important part of sport and the Games.

Lastly, the athletes' sportsmanship and fighting spirit should be passed on to every ordinary people, so that the spiritual value of self-improvement can play a more long-term and valuable role in making the world a better place.

It’s my great honor to introduce myself and my candidacy to you.

As we know, any organization needs to regularly renew its membership by taking in innovative, younger and stronger new power. Leaders of enthusiastic, caring, professionally qualified and experienced enough will take up the challenges of the future. I am one of the best people who meets all these requirements.

  • I have directed venue accessibility and Games integration for Beijing 2008/2022, creating the award-winning Beijing 2022 Accessibility Guide. I led liaison with IOC/IPC Games Operation Office during both Games, mastering the complex interplay between athletes' needs and operational delivery.
  • I’m good at strengthening the Sustainability-Driven Governance. As an environmental Ph.D., I pioneered eco-friendly protocols and athlete-centred venues initiative for mega-events. Through strategic collaboration with the IOC/IPC, corporate sponsors, and international stakeholders, I fostered cross-cultural partnerships to advance sustainable development in elite sports.
